MONSON FINANCE COMMITTEE MINUTES                                                                                                                          SEPTEMBER 14, 2009


Present:           Bob Margerison, Gerry Brayton, Peter Fimognari, Bob Finnegan,
Brenda Payette (Administrative Assistant)
Deborah Mahar (Finance Director), Gretchen Neggers (Town Administrator), Judith White (Council on Aging) and Board Members
Absent:           Jim Pennington, Maureen O’Sullivan, Christine Edwards

The meeting was convened at 6:45pm

A motion was made to accept the minutes of the 6/15/09 meeting; it was seconded and SO VOTED with Mr. Finnegan abstaining.

A motion was made to pay the annual dues in the amount of $173.00 for the Association of Town Finance Committees; it was seconded and SO VOTED

CORRESPONDENCE:
Dues Notice for $173.00 for the Association of Town Finance Committees
ATFC Annual Meeting on October 24, 2009.  If any FinCom member is interested they will let Ms. Payette know and she will register them.

Request for Transfer from the Reserve Fund from Judy White Council on Aging:
Amount Requested: $4,880.03
Appropriation Account: $541-5259-E200
Present balance in said appropriation:  $4,063.00
Used for: 2002 Van $3,548.50 replace transmission w/rebuild model
2001 Van $1,331.53 replace ignition coil, upper and lower ball joints, right upper control arm bushing.

OLD BUSINESS / NEW BUSINESS:
Ms. Mahar passed along Mr. Keller’s letter of resignation.  A motion was made to accept his resignation effective September 9, 2009; it was seconded and SO VOTED.
Ms. Payette will send a thank you note to Mr. Keller for his years of service to FinCom.

Mr. Brayton made a motion to postpone voting on a new Chairperson until a larger number of members were present; it was seconded and SO VOTED.

Judy White, Council on Aging at 7:30pm:
Ms. White submitted a Request for Transfer from the Reserve Fund in the amount of $4,880.03 for repairs on the 2001 and 2002 Van.  
Mr. Margerison asked Ms. White if she got three quotes.  She said she is not required to if the amount is under $10,000.00.  Mr. Margerison said that FinCom requests three quotes.  Ms. White said she was not aware of this.  
Mr. Brayton said that FinCom finds the amount for the repairs to be high.  Ms. White said she has been using the same mechanic for some time.

Mr. Fimognari said to Ms. White that is would be better to get the approval of the costs first before spending the money and then submitting the Request to transfer money.

Ms. White stated that the repairs were needed in July and that FinCom wasn’t meeting until September.  Mr. Margerison said that FinCom would have been available to meet if they were asked.  Ms. White stated that she requested to meet with FinCom in July.    Ms. Payette stated that the request from Ms. White was to be put on the agenda at the next FinCom meeting, which was September 14, 2009.  Ms. White stated that yes; that was the request from her.

Mr. Fimognari requested a motion:
Mr. Brayton made a motion to appropriate $1,000.00 from the Reserve Fund and the rest would come from Ms. Whites’s reserve fund.
Mr. Margerison seconded the motion and the following discussion took place:
Ms. White asked if FinCom would consider splitting the expense.
The concern with FinCom is to not use up all $30,000.00 in the reserve fund to soon.
Mr. Brayton said he understands the need to get the vans fixed as soon as possible but would have liked to see three quotes.  
Ms. White asked how she would transport a non working vehicle to garages to get quotes.
Mr. Fimognari said you can call difference places and they can usually give you a quote over the phone.
Discussion ended and it was SO VOTED to transfer $1,000.00 from the Reserve Fund.

Monday, October 5, 2009 at 6:45pm
The meeting was adjourned at 7:45pm.
